Indian River County Administrator, Mike Wright,made an <br />agreement with D.O.C. to increase staffing levels once Phase I <br />opened, and there was a need for additional staff members. <br />The National Institute of Corrections has just completed <br />a staffing guide for Rockdale County, Georgia, which irs.,the <br />same design as our Phase I facility. Their staffing analysis <br />would require 45 people, minus cooks and nurses. <br />Without the additional 11 positions the Inside Security <br />officer for "B" building does not have anyone to assist him <br />in an emergency, i.e., fights, riots, flooding, fires, all <br />of which.we have experienced in the last three (3) weeks. <br />The' Booking _ officer and Shift `Supervisor cannot act as <br />back-up'due to the fact that "I" and "J".Units in Building <br />A are'at.maximum capacity. <br />The Control Room operator is so busy from 8:00am till <br />8:00pm in the afternoon , that officers cannot move from <br />one area of the jail to another without 'lengthy delays. - <br />It is difficult for arresting officers to get their <br />prisoners in the facility in a timely fashion, and profes- <br />sional visitors (attorneys, bondsmen) are having to wait <br />for an extended periods of time in the downstairs lobby. <br />To accommodate visitation and recreation times, the <br />Booking Officers are having to be used. This means that the <br />20 inmates held in A Building are without any direct super- <br />vision 7 to 8 hours per day. <br />We cannot use the Inside Security Officer for these <br />details because of the jeopardy of having one Inside Sec- <br />urity Officer in B Building. <br />We are not able to perform several functions that D.O.C,. <br />requires for the prisoners, such as: indoor recreation, work <br />programs. <br />I have been informed by D.O.C. that they will not issue <br />a Certificate of Occupancy for Phase II if it means understaff- <br />ing Phase I. <br />Other functions are being delayed at the present time due <br />to inadequate staffing such as taking prisoners to the <br />doctor, preparing prisoners for court appearances, feeding <br />prisoners on time. <br />15 <br />APR 2 8 1987 aooK 6 1 r1�L a <br />
