Chairman Scurlock pointed out that the contingencies are <br />very low to carry us through until the end of the budget year, <br />and -the Sheriff stated that if there was any way he could do it <br />on his present budget, he would. However, they also feel they <br />have been taken advantage of through some of the requirements <br />established by the DOC, not only here in this county, but <br />statewide. <br />Commissioner Bird asked if we need to take a look at the <br />alternative of farming out the food and medical service, rather <br />than handling it in-house, and Captain Baird explained that the <br />jail in Georgia is using a contract food service and is satisfied <br />with the situation; however, that particular jail has a different <br />makeup of prisoners in that there are fewer felons. In addition, <br />Georgia is not mandated for medical staff as we are in Florida. <br />Chairman Scurlock noted that Mike Galanis of the Health <br />Department has advised that they are entering into a contract to <br />have a private.physician over there, and felt some of those <br />services could be included in this budget year. <br />Commissioner Wheeler wanted to address the noise level in <br />Phase I before Phase 11 is opened, because the noise is <br />deafening. <br />Chairman Scurlock recalled that the Architect agreed that he <br />would remedy the situation and be financially responsible for <br />correcting the noise level in Phase I. <br />Sheriff Dobeck reported that the last word from the <br />Architect is that the matter is under study, which means that <br />when they pull out 6 months down the road, all we can ask is why <br />didn't they fix it. <br />Chairman Scurlock suggested that we advise the Architect <br />that he would not be the Architect on Phase 111 unless they <br />complete Phase I properly. <br />Commissioner Bird asked if we had any retainage left on <br />Phase 1, and Director Baird advised that we are holding four <br />bills from the Architect at present. <br />A R R 2 10-1b <br />E7 21 BOOK 6`8 NV SO <br />
