L_�] <br />A <br />their familiarity of working with EPA projects. Director Pinto <br />stressed that this is a long-term commitment in that we won't see <br />construction until the end of 1988 or maybe later. He was <br />confident that the project will be funded, and felt there is a <br />possibility that it will be funded at a higher percentage than <br />first anticipated; however, he did not want to get any hopes up <br />until the actual commitment is signed. Staff would like to move <br />ahead as quickly as possible on this project, but there will be <br />other things that will have to be brought back to the Board as <br />they go along. <br />With regard to the residents' request for long-term <br />payments, Director Pinto advised that they are going to look very <br />hard at doing a long-term assessment for this project and go out <br />for bonding, and that will be discussed in-house. <br />Chairman Scurlock wanted it made emphatically clear that the <br />design of the.system will be determined by what is the most cost <br />effective system, and that this is a requirement for obtaining a <br />grant. After analysis, it was determined that a low pressure <br />system would be best. There are some residents in the area who <br />feel more comfortable with a conventional gravity sewer, but that <br />is just not the most cost effective system. At this point we <br />are looking at an expenditure of $122,600 for engineering <br />services, and he felt that if the Board votes for this design <br />today, it would be a commitment to go ahead with the project, <br />because he could not see spending that kind of money and then <br />turning around at a later date and deciding not to do the project <br />just because some people don't it. Chairman Scurlock further <br />believed that if the Board approves the design today, it is a <br />commitment to do a special assessment, and, if necessary, do it <br />on an involuntary basis. So far, we have had excellent <br />participation from Rockridge and we have not had any real <br />negatives, but times change and because of the length of the <br />project and because it actually will not be constructed for <br />another 2 years, he felt that we should be firm in our commitment <br />to moving ahead and doing the project. <br />C) 27 MOK <br />1981 � <br />
