Commissioner Eggert's Motion for the Board not to sign the <br />agreement failed for lack of a Second. <br />A MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Bird, to sign the proposed Interlocal <br />Agreement, failed on a vote of 2-3, Commissioners <br />Scurlock, Wheeler and Eggert dissenting. <br />Commissioner Wheeler did not understand why they could not <br />go back and eliminate the funding provision in the agreement. <br />Commissioner Bowman suggested that we write a letter <br />explaining our concerns about the funding provision in,Section 6, <br />but Commissioner Eggert emphasized that we already have sent such <br />a letter. <br />Commissioner Eggert wished to delete Section 6 in its <br />entirety, but Attorney Vitunac advised that he could respond <br />saying that the Board will sign it without Section 6, or say that <br />the County will not pay any assessment unless it agrees to it in <br />advance. <br />Commissioner Wheeler felt we would be saying the same thing <br />all over again. <br />Chairman Scurlock believed that all,,,the Commissioners are <br />willing to participate in mutual dialogue with other counties, <br />but he, for one, did not want to see the Council get to be a <br />formal structure with annual funding and its own lobbyists. <br />Commissioner Eggert stressed that when you add money, you <br />add power. <br />The Commissioners agreed to convey their comments to <br />Attorney Vitunac after the meeting so he could write another <br />letter expressing our concerns about the funding of the Council. <br />33 <br />APR2 `� 1 <br />BOOK 6 V'E 109' <br />
