r MAY 5 1987 <br />BOOK 68 F� �E 232 <br />the line on taxes for years, and development pays for only 65% of <br />the costs it creates; so, the more people you have, the more you <br />are going to pay. <br />Mr. Kootage emphasized that he is not inconsistent about <br />taxes. He is very much against some, but he has to be selective <br />as it depends on what the tax money is to be spent for. He <br />further noted that you can't put a picket line around the county <br />and keep people from moving in. We are going to have a mixture <br />of population moving into this county, and it now appears the <br />trend is that there are younger people moving in with children - <br />not just senior citizens; so, we must look at providing homes for <br />different income levels. He understood this property also <br />provides a break between industrial/commercial, etc. If they <br />wanted to take commercial way out there, he would not agree with <br />that, but he does feel there should be gradual steps of transi- <br />tion. He further noted that the Board has a Planning staff which <br />has been consistent in recommending the RS -6 as has the Planning <br />& Zoning Commission. <br />Commissioner Wheeler commented that he looks at the whole <br />county as a community. He believed the zoning is important, but <br />felt that the character and makeup of a particular area is <br />important also. Furthermore, if we were just going to rely on <br />what zoning has been done in the past, we wouldn't need a County <br />Commission; we could just let staff do all the planning by the <br />book instead of considering what goes along with the character of <br />a neighborhood. Commissioner Wheeler believed, for instance, the <br />RS -6 that was designated in the Master Plan for Rosewood was <br />entirety wrong. He felt the character of a neighborhood may have <br />more to do with zoning than the zoning that exists; staff isn't <br />infallible. <br />Chairman Scurlock believed we have been consistent in that <br />we have looked at existing use and transition, and it does <br />complicate each issue. <br />22 <br />
