OMB Director Baird noted the letter did not go into <br />particulars. <br />Commissioner Bowman believed Dr. Walker should account for <br />the funds he has already had, and Chairman Scurlock stated he <br />would like to see him appear before the Board. He commented that <br />he had found it interesting to learn that the doctor's yearly <br />salary was $90,000. <br />Commissioner Bird stressed that he would greatly prefer to <br />have Dr. Walker mail in his information rather than get into a <br />fruitless argument with him. <br />Chairman Scurlock noted that when he testified at the <br />Medical Examiners hearing, there was a question about that <br />unfortunate incident where certain examinations were not <br />performed, and if we have a Motion of some sort, he would like <br />it made extremely clear that if there is a specific test that <br />needs to be done, we need to know about it and we want to be sure <br />that whatever legitimate tests are needed are done. We may have <br />a problem with whether Dr. Walker's salary should be $90,000 a <br />year and whether he has an administrative assistant, but we <br />expect basic X-rays and blood tests to be done, and Dr. Walker <br />used this as a vehicle to say that we underfunded him with the <br />result that when a test needed to be done, he didn't have the <br />money for it. <br />Commissioner Bowman believed he said the other counties paid <br />for it, and that was confirmed by the Chairman. Commissioner <br />Bowman emphasized that she would like to see an accounting, and <br />discussion continued re a Motion asking for additional documenta- <br />tion and emphasizing that we expect all appropriate required <br />testing to be done. <br />In the ensuing discussion, OMB Director Baird noted that we <br />just give Dr. Walker a monthly draw the first of every month. <br />Commissioner Wheeler believed Dr. Walker has stated he is <br />somewhat overbudget and we haven't paid him.
