This all should be spelled out. <br />Commissioner Bird believed Dr. Walker has a total budget for <br />the four -county area, and it probably is difficult for him to <br />break out the expenses as to the exact amount of money he is <br />spending in each county. The other three counties apparently <br />thought his budget was reasonable, but we disagreed; so, if we <br />refuse to pay the $18,000 the doctor is claiming is needed to <br />make up the shortfall, he did not want the other counties to get <br />the impression they are subsidizing us. <br />Chairman Scurlock advised that at the hearing, Dr. Walker <br />testified that he can break out most charges, not the general <br />overhead to which he assigns a percentage, but the tests, X-rays, <br />transportation, etc., and that is where he is saying we are not <br />paying our fair share. The Chairman felt where we don't <br />agreement with his budget is in regard to his salary and <br />administrative assistant. <br />Commissioner Bowman continued to stress that we don't know <br />what the $18,000 is for, and if the doctor is any kind of an <br />administrator, he knows what his overhead is for the year and how <br />much he spent on Indian River County business. <br />OMB Baird clarified that what the doctor is saying when he <br />asks for the $18,000 is that if he had gotten the $121,000 <br />budget, the payments we have made to him up until this point in <br />time would have been $18,000 short. <br />Chairman Scurlock continued to stress that where the problem <br />in Dr. Walker's budget arises is with the salary he gave himself <br />and his administrative assistant. We did not agree with this, <br />and he just went ahead and implemented his budget as if all four <br />counties had agreed and then said we weren't paying our fair <br />share. He felt we should identify to the other counties that <br />they should reduce his salary account commensurate with his <br />ability and his demonstrated action in the past year, and then he <br />would have his shortfall. <br />58 <br />
