BOOK 8 F� j E 30 <br />Attorney Vitunac advised that we are doing this legally, but <br />the Board can, as a policy matter, make additional requirements <br />for obtaining proposals. He noted that many counties use a <br />rotating list of appraisers. <br />Commissioner Bird felt that if we are negotiating with them <br />directly, he was depending on staff to make sure that the prices <br />are competitive; otherwise, he felt we need to go with an open <br />bidding type process. <br />Administrator Balczun suggested that a good alternative <br />method would be to request annual proposals for service and rank <br />them in order of the respondents. <br />Commissioners Bird and Wheeler felt we should proceed with <br />that approach and comprise a list of prequalified appraisers, <br />giving their prices, availability, and expertise in certain <br />areas. <br />Chairman Scurlock felt that it would be nice to hire our own <br />appraiser because these appraisals begin to add up when we spend <br />$5,000-$10,000 at a time. <br />Commissioner Eggert pointed out that we have our own <br />-- appraiser now, but there are times when we get into court <br />challenges. <br />Chairman Scurlock believed that staff understood the Board's <br />direction in this matter. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
