"SONNY" DEAN <br />MANAGER OF SOLID WASTE MANAGEMENT <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: DEVELOPMENT AND IMPLEMENTATION <br />OF SOLID WASTE BILLING SYSTEM <br />BACKGROUND <br />In conjunction with the Indian River County Solid Waste Master Plan, a <br />rate study was made. The recommendation for financing the solid waste <br />activities was to be accomplished with a user charge carried on the <br />property tax bill. <br />ANALYSIS - <br />The Indian River County Division of Utilities Services requested our <br />consultants, Camp Dresser and mcKee, Inc., to submit a proposal to <br />perform the subject service. Attached information is the result of <br />that request. The scope of work is clearly defined along with <br />anticipated tasks. As you can see from the submitted information, <br />there is an enormous amount of work to be performed. <br />RECOMMENDATION ° <br />The Division of Utility Services recommends approval and requests the <br />Board of County Commissioners to authorize CDM to perform this work <br />under our existing agreement at a price not to exceed $159,000.00 as <br />per attached submittal. <br />Utilities Director Terry Pinto understood that these are <br />some questions pertaining to these charges, and suggested that we <br />invite the consultant to next week's meeting to explain the <br />charges. <br />Chairman Scurlock questioned the associate's hours listed in <br />the Project Budget. He felt 492 hours was a significant amount <br />of time allotted to the associate, and that perhaps a lot of this <br />would be just clerical hours. <br />Commissioner Eggert was concerned about spending that much <br />money for time spent on what she considers scut work, and wished <br />to have a fuller explanation of who is spending what amount of, <br />time on what types of work. <br />3 5 <br />MAY 12 1937 BOOKypy L�py <br />r� 4d' �.l� <br />
