M M M <br />sell those rights back to the Board of County Commissioners to <br />use in any way they see fit. There is no intent by the Utilities <br />Department to do anything that is environmentally insensitive. <br />At this point we have every indication that our current effluent <br />disposal at Vista Gardens and Vista Royale is very effective, and <br />staff would like to pursue additional capability. <br />Commissioner Bird suggested that if the primary purpose of <br />acquiring these wetlands is for effluent disposal, it would be <br />prudent to put a contingency clause in the contract that the <br />contract is subject to the County receiving the various <br />governmental approvals and permits necessary to use it for that <br />purpose, as he did not want to see the Utilities Department end <br />up owning a $216,000 piece of property that cannot be used for <br />that purpose. <br />Commissioner Eggert felt that we should own these wetlands <br />in any case. <br />Director Pinto stressed that the problem is that we are not <br />ready to permit and will not be in that position for sometime in <br />the future. It is no different than purchasing land for a golf <br />course or some other purpose, and until we get to that time, we <br />don't know the permitting requirements that will be in effect at <br />that time. <br />Commissioner Bird felt he could buy the argument Lif Director <br />Pinto is saying that he needs that property to make the system <br />function, but he was not sure that he is ready to take the <br />position that the County is going to go out and start acquiring <br />wetlands just to preserve wetlands. He felt the Commission has a <br />tremendous responsibility to generate money to develop park lands <br />and oceanfront property that we presently own. As much as he <br />would like to be aggressive in acquiring wetlands whenever <br />possible, he wondered if we have other options rather than just <br />running out and paying cash for them, such as density transfers <br />for the upland portions and access to the river for fishing, etc. <br />39 <br />L— MAY 1 22 'd <br />BOOK ga r <br />
