MAY 12 1997 BOOK 6 8 F - .3 1 <br />Commissioner Bowman advised that there was some upland <br />property associated with this that could be developed into parks. <br />She stressed that our primary purpose is to get the effluent out <br />of the river. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board by a vote of 4-1, <br />Commissioner Bird dissenting, authorized appropriate <br />staff members to negotiate with the Lowenstein estate <br />for acquisition of the 78 acres of wetlands and bring <br />it back to the Board. <br />Commissioner Wheeler just wanted to be sure that every <br />effort is made to determine the real market value of the <br />property, because the property really is unbuildable. <br />Chairman Scurlock explained the Motion only authorizes the <br />negotiations for acquiring the property, which means that we <br />would also look at gifts, taxes, etc. <br />Commissioner Bowman stressed that we have been told that <br />this is negotiable. <br />Commissioner Bird explained that he misunderstood the intent <br />of the Motion and wished to change his negative vote. <br />CHAIRMAN SCURLOCK ASKED THAT THE RECORD SHOW THAT THE MOTION <br />WAS UNANIMOUSLY APPROVED. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously authorized <br />appropriate staff members to negotiate for the property <br />located on north AIA, as described in the above memo, <br />and bring it back to the Board. <br />40 <br />
