The Chairman agreed, but believed their point is that they <br />have hired a number of professionals in the environmental area as <br />well as others, and they are eventually going to bring us a plan <br />showing mitigation of the wetlands and allowing them to use some <br />of their upland property. <br />Mr. Anzek confirmed that they have been working since fall <br />of last year doing site analysis, data collection of tie area, <br />some environmental studies, and would like to share this with the <br />county. He emphasized that they in no way wish to control or <br />design this for the county. <br />Commissioner Eggert believed that if they want to come in <br />and work as the other groups have, that is fine, but she did not <br />want to give permission to any one group to work directly with <br />the engineers and have everything focused in that particular <br />direction. Granted this group represents major land problems, <br />but other groups have major concerns also and each group can <br />affect the others. <br />Commissioner Wheeler brought up the point that a substantial <br />part of the property in question lies in the City of Vero Beach <br />so that anything done on the county level would have tO be <br />'approved through the city. Commissioner Wheeler also felt that <br />anything this group is requesting, they already can do, and while <br />he did not wish to give special leverage to any one group in <br />regard to designing our road, he was definitely interested in any <br />input they can present that would benefit the county and he <br />certainly would like to find a compromise that would serve both <br />of us. <br />Chairman Scurlock noted that one approach simply would be <br />that we don't want any development in the area, that we just want <br />to acquire the necessary land. Their approach as owners and <br />developers is that they want to utilize the land, and our goal <br />may or may not be in alignment with that. <br />Commissioner Bird asked if we can't establish some common <br />sense guidelines.
