If this group can get involved in the <br />process and not circumvent or change that philosophy or <br />procedure, he did not have a problem with that. <br />Commissioner Eggert wished to know why we can't just ask <br />Public Works Director Davis to set up meetings with them and the <br />engineers the same as he has with the other groups. She did not <br />understand why we have to proceed any differently than we have <br />been with the other groups. <br />Commissioner Wheeler felt at some point we need to have a <br />joint meeting with the Vero Beach City Council. <br />Chairman Scurlock noted that Director Davis has made it very <br />clear that there will be a great deal of involvement on the <br />City's part. In fact, it was suggested that this group get some <br />input from the City Council. <br />Director Davis agreed that was his recommendation, but <br />pointed out that this consultant, acting on behalf of owners, is <br />requesting that they be allowed to sit down with our consultant <br />and work out some alternate alignments of the Boulevard. Up to <br />this point, we have been developing the alignment and have been <br />trying to address concerns without shifting the alignment. <br />Discussion as to how to approach this situation continued at <br />length, with Commissioner Eggert emphasizing that she did not <br />want to deny them rights to bring in alternate plans, but she did <br />not want to give greater authority to one group over another. She <br />felt we may be putting the cart before the horse and that <br />possibly we should table this matter until such time as we can <br />have a joint meeting with the City of Vero Beach and discuss the <br />wetlands. <br />Director Davis noted that they need to know how to mitigate <br />the road wetland impact. He believed either mitigation along the <br />project frontage or off-site mitigation would be permittable; <br />
