It has been pretty much determined that <br />centers such as these are not compatible with commercial, and <br />white special exception uses are not always compatible with an <br />area, given certain requirements they can be made compatible. He <br />pointed out that it was primarily through the filing of this <br />application that the deficiency of this intersection was identi- <br />fied. <br />Commissioner Eggert appreciated that but stated that she has <br />a lot of trouble approving something that is dependent on further <br />decisions by other committees and agencies that will probably <br />take a year or more. <br />Director Keating noted that when all other site plan <br />criteria are met and it is a question of actually putting in a <br />certain number of improvements, staff recommends approval with <br />the understanding that the applicant may be able to facilitate <br />this by participating financially or some other way. <br />Chairman Scurlock stated that he felt awfully uncomfortable <br />about this particular special exception. He did agree that, on <br />one hand, you put the center where it is convenient for those it <br />is going to service, but on the other hand, he personally <br />wouldn't want to live next to one. He wondered if it wouldn't be <br />better for us to create specific districts for child care <br />centers. <br />Commissioner Bowman commented that she is not fond of <br />little kids, but she would not mind living next to a day care <br />center. It isn't as noisy as people think - they go home at <br />night and they are not there on weekends, and she did not think <br />it is that objectionable. <br />46 <br />
