Commissioner Wheeler noted that people used to do this <br />babysitting in their homes, but then the state started regulating <br />this and adding rules and turned it into some type of business, <br />and now the push is to move them into commercial districts. He <br />felt babysitting is babysitting no matter what you call it. <br />Commissioner Wheeler continued that he drives by at least two day <br />care centers every day at peak hours and has never noticed a <br />traffic problem nor seen the children outside where they are <br />visible. If there wasn't a sign, you wouldn't know thy were <br />child care centers. <br />Commissioner Bowman did not feel designating certain <br />districts for such centers would work. Actually, she felt this <br />particular place is a perfect location with a big house and a <br />very large yard. <br />Commissioner Bird also did not believe we can force these <br />centers to go into commercial districts. We are trying to <br />provide child care for the children of parents who have to work, <br />and he felt the way we have it with special exception where these <br />can be in certain neighborhoods under certain controlled <br />situations is the best way. <br />In continuing discussion re site plans, etc., it was noted <br />this is an existing building, and Director Keating advised they <br />have met all the criteria once they have met the conditions re <br />the intersection. <br />Commissioner Bowman understood that we can approve this with <br />the proviso there wilt be no C.O. issued until the traffic condi- <br />tions are met, and that was confirmed. <br />Commissioner Eggert commented that what concerns her is <br />that she does not want just a Tight to go up there. <br />Engineer Orr advised that their report found that just by <br />installing a signal, the level of service would be brought up to <br />"A", but putting in a left turn lane also would be much better. <br />The Chairman asked if anyone present wished to be heard. <br />47 <br />INAY 19 1987 <br />BOOK <br />
