MAY 19 1987 <br />BOOK 6816r: <br />65 <br />Dean Luethje of Carter Associates came before the Board <br />representing the applicant, Mary Jane Mills. He reviewed an <br />aerial of the site noting that the Vero Christian Church is <br />immediately to the north and the 20th Avenue Church of Christ is <br />across the street. The Mills' driveway is just short of 400' <br />from 8th Street. They plan to have a circular driveway and are <br />required to put up an opaque 5' fence. The building is located <br />approximately 150' from the back property line, and the zoning is <br />RS -6 under LD -2 Land Use. The Mills do not plan to ask for any <br />change in zoning; they are not planning a convenience store as <br />some have feared, but are just asking for a special exception for <br />a child care center. Mr. Luethje believed they have met all the <br />requirements for a special exception - they are near a major <br />thoroughfare and an arterial collector; they have special loading <br />and unloading provisions and have a by-pass lane for cars to go <br />around each other. The State of Florida has looked at this and <br />is pending permitting based on the Board's approval. Mr. Luethje <br />stressed that they are not changing the character of the <br />building, which will remain looking like a residential house; the <br />worst they will do is put up a small sign. It seems traffic is <br />the biggest issue, but he believed if about 24 more homes were <br />added in this neighborhood, it would have an equal impact on <br />traffic. Mr. Luethje then introduced Mary Jane Mills and <br />reviewed her considerable qualifications to run such a center. <br />Mrs. Mills noted that while a child care center is a <br />business, it is not big business. She would like to take care of <br />approximately 50 children. The property is a lovely two acre <br />site with nice trees, and it is important to be able to leave <br />your children in a place where you feel secure they are in a nice <br />environment. Mrs. Mills confirmed that the center will remain <br />looking like a home. She believed there is a need for this <br />service in the county, and while she was concerned about the <br />traffic, she pointed out that she was just asking approval of the <br />
