E Jb7 <br />considering just the right to go into business, he felt the Board <br />should have deep concern for the people who are going to be <br />affected as a direct result of this day care center. Mr. Mills <br />emphasized that he is dead set against it, not just because of <br />traffic, but because of the depreciation of property values in <br />the area which would result. <br />Commissioner Eggert noted that Mr. Mills had mentioned the <br />cost of improving the intersection. She assumed the neighborhood <br />would like the intersection corrected regardless of the day care <br />center and asked if Mr. Mills would disapprove of the money being <br />expended for that purpose. <br />Mr. Mills stated that he would not disapprove of it, but he <br />believed correcting the intersection will require more than just. <br />lights and a left turn lane. <br />Commissioner Bird noted there are a tremendous number of <br />units in this area, and he believed there are many who can drop <br />their children off without going through that intersection. <br />Mr. Mills stated that there are mainly retired people in the <br />area and stressed that traffic backs up at that intersection for <br />21-3 blocksat the peak hours of 8:00 in the morning and 5:00 in <br />the evening. <br />Discussion continued re the various problems to be dealt <br />with at the intersection, and Commissioner Wheeler did not feel <br />we have any choice; that intersection is going to have to be <br />improved; it is just a matter of when we get to it. <br />Mr. Mills continued to emphasize his investment in the area. <br />Deborah Zorc Seely noted that the subject property formerly <br />belonged to her parents, and it is a beautiful home and an asset <br />to the area. She noted that the problems at the corner' have <br />existed for many years. Her mother was struck there 15 years <br />ago, and she doubted any statement that it will be corrected in a <br />year's time. Mrs. Seeley was not opposed to day care centers in <br />residential areas, but did not feel this center is needed in <br />their area and pointed out that the Board has a petition signed <br />50 <br />
