"SONNY" DEAN \►�i <br />III�MAN/�n,.e-� <br />MANAGER OF SOLID WASTE AGEMENT <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: DEVELOPMENT AND IMPLEMENTATION <br />OF SOLID WASTE BILLING SYSTEM <br />BACKGROUND <br />In conjunction with the Indian River County Solid Waste Master Plan, a <br />rate study was made. The recommendation for financing the solid waste <br />activities was to be accomplished with a user charge carried on the <br />property tax bill. <br />ANALYSIS <br />The Indian River County Division of Utilities Services requested our <br />consultants, Camp Dresser and mcKee, Inc., to submit a proposal to <br />perform the subject service. Attached information is the result of <br />that request. The scope of work is clearly defined along with <br />anticipated tasks. As you can see from the submitted information, <br />there is an enormous amount of work to be performed. <br />RECOMMENDATION <br />The Division of Utility Services recommends approval and requests the <br />Board of County Commissioners to authorize CDM to perform this work <br />under our existing agreement at a price not to exceed $159,000.00 as <br />per attached submittal. <br />Chairman Scurlock noted that this was previously tabled, and <br />Commissioner Eggert commented that she had questions about why <br />the upper echelon was so heavy in hours when a lot of this is <br />"scut" work, and she felt we may need a workshop. <br />MOTION MADE by Commissioner Eggert to table the <br />above matter to the meeting of June 2nd was voted <br />on and carried unanimously. <br />(LATER CHANGED TO A DIFFERENT MEETING DATE.) <br />DISPOSITION OF COUNTY -OWNED LOTS ON FLAMINGO AND EAGLE DRIVES <br />County Attorney Vitunac reviewed the following memo: <br />62 <br />
