However, if we see something in these franchises <br />where the costs are out of line with the normal of the industry, <br />we would go to an outside firm for assistance. Director Pinto <br />believed that the proposed rates are well within line with <br />competition in other areas, and pointed out that the last time <br />Rural received an increase was back in 1986 when they received <br />permission to pass through only the County Landfill rate <br />increases to their customers. The only increase prior to that <br />was back in 1982 when their franchise was brought up to County <br />standards. <br />Commissioner Bird returned to the matter of salaries and <br />found it difficult to believe that the salaries and wages for 8 <br />employees amount to approximately $35,000 a month, because that <br />is what it amounts to when you divide $189,354 by 5-1/2 months. <br />Mr. Wright explained that the total of salaries shown on the <br />Consolidated Statement of 9/15/86 is rather deceiving, because <br />the actual salaries and wages for employees involved in the <br />collection of residential in the unincorporated areas of the <br />county actually amount to approximately $7,724 a month. <br />Commissioner Bird wished that had been explained in the <br />beginning, but emphasized that he would prefer to have a <br />statement showing specific costs and salaries for each area of <br />collection, rather than having to formulate an estimate of the <br />costs from a consolidated statement. <br />Commissioner Wheeler emphasized that anyone in the county <br />who <br />decides <br />that <br />Rural's rates are too high can pick up the phone <br />and <br />switch <br />over <br />to the competitor. <br />Chairman Scurlock recalled that back in 1980 when we had 4-5 <br />hauling companies serving the county, there was a tremendous fear <br />on the part of some members of the County Commission that the <br />large operators would force the smaller companies out of <br />business, and, without any competition, the rates would escalate. <br />26 <br />� s � <br />
