There was a concern at that time that we would end up dealing <br />with only one provider of service. <br />Director Pinto felt that both collectors would have lower <br />operating costs, and therefore lower rates, if the county were <br />divided in half with only one company servicing each area. That <br />would eliminate the duplication of having Harris and Rural <br />collect on the same streets. He felt that is something that the <br />County should seriously consider in the near future. <br />Commissioner Wheeler had a serious problem with setting <br />rates for these firms, when people have the option of switching <br />to the competitor or taking their trash to the dump themselves._ <br />Attorney Jackson pointed out that the County is only setting <br />the maximum rate that Rural may charge their customers. He also <br />pointed out that people have the option of dumping their trash.at <br />a transfer station. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Bill Nelson, 230 14th Street, agreed that a solution to this <br />problem would be to designate the areas for each franchised <br />hauler to eliminate duplication of collection, because,,lower <br />operating costs for the haulers surely would result inl'lower <br />rates for the customers. He urged the County to move ahead on <br />this now. <br />Chairman Scurlock advised that this is being considered now <br />under the process of redoing the master plan with respect to our <br />entire approach to solid waste, and, hopefully, it will be <br />implemented in the next year or year and a half. In addition, we <br />will be manning all of the transfer stations because right now a <br />large part of our community is getting a free ride by dumping <br />their trash at an unmanned transfer station. <br />Commissioner Bird felt there was a lot of pros and cons on <br />designating separate collection areas, but felt it wound make it <br />easier to get actual accountings of the firms' expenses, profits, <br />etc., and thereby enable the County to govern their rates <br />MAY 2 6 1987 27 BOOKbbr''r° <br />
