MY 2 6 1997 <br />BOC1i( 68 <br />-fid development permits for the Grand Harbor DRI. The Public Works <br />Department is now ready to issue a Land Develognent Permit for the Phase II <br />Earthwork plan, with the Board's concurrence. <br />Grand Harbor, Inc. has received it's DER Permit (#311043029), Army Corps of <br />Engineers Permit #851PK-20563), and it's St. Johns River Water Management <br />District Permits 04-061-0075M4 and #4-061-0075M5) to construct the Phase <br />II Earthwork Plan. <br />The Plan, upon which all the permits are based proposes construction in a <br />165 acre area including: <br />1. Excavation of seven lakes and completion of three other lakes <br />that were partially included in the Phase IA Land Development <br />Permit. <br />2. Clearing and rough grading of fifteen golf holes. <br />3. Up to twelve of the fairways will be utilized for pesticide laden <br />soil disposal area. <br />4. Clearing and rough grading of part of the loop road. <br />5. Construction of water control structures connecting the lakes to <br />the estuarine area. <br />Final grading of the Golf Course and construction of the Golf Course <br />drainage system will be addressed in a site plan that will be overlaid on <br />the Phase II Earthwork site. The Golf Course site plan will be reviewed <br />separately by the Planning and Zoning Commission. <br />ALTERNATIVES AMID ANALYSIS <br />The St. Johns River Water Management District permits include conditions <br />relating to the following issues: <br />1) Monitoring and protection of the saltwater - freshwater interface <br />prior to and during lake excavation. <br />2) Allowing dewatering during lake construction. <br />3) Allowing construction of the Aqua. Range lake only to a depth of <br />twenty feet. All other lakes are limited to maximum depth of ten <br />feet. <br />4) Submission of a Plan for deep lake detention with mechanical <br />mixing prior to excavating the Aqua Range lake beyond a depth of <br />ten feet. <br />5) Monitoring of stormwater treatment standards with provision for <br />taking corrective measures and submitting a revised treatment <br />plan in the event that the stormwater system does not provide the <br />necessary pollutant removal. <br />6) Obtaining consumptive use permits or exemptions for all wells on <br />site prior to lake construction. <br />Aside from state and federal inspections and monitoring, County Staff will <br />also make inspections. Field inspections will be made to ensure that 1) <br />erosion control and pesticide laden soils are properly handled, and 2) the <br />lake littoral zone vegetation is established. <br />REcpv2-MIDATIONS <br />Staff recommends that the Board of County Commissioners allow Public Works <br />to issue the Land Development Permit for the Grand Harbor Phase II <br />Earthwork with the Permit conditions outlined in Attachment # 11. % <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0) <br />authorized Public Works to issue the Land Development <br />Permit for the Grand Harbor Phase 11 Earthwork with <br />the conditions outlined in Attachment #1. <br />40 <br />
