Nearing <br />Staff Planner (j�`L//1 <br />COUNTY INITIATED REQUEST <br />TO REZONE 5 ACRES FROM <br />OCR, OFFICE, COMMERCIAL, <br />AND RESIDENTIAL DISTRICT <br />AND RM -10, MULTIFAMILY <br />RESIDENTIAL DISTRICT TO <br />PRO, PROFESSIONAL OFFICE <br />DISTRICT <br />REFERENCES: OCR/PRO <br />JEFF <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 16, 1987. <br />DESCRIPTION AND CONDITIONS: <br />The'County Planning Department is requesting to rezone 5 acres of <br />land along the south side of 17th Street between 3rd Court and a <br />point 600 feet east of U.S. 1, from OCR, Office, Commercial, and <br />Residential District (up to 6 units/acre), and RM -10, Multifamily <br />Residential District (up to 10 units/acre), to PRO, Professional <br />Office District (up to 6 units/acre). <br />On March 26, 1987, the Planning and Zoning Commission voted 5-1 <br />with one abstension to deny this request based on the <br />incompatibility of the proposed rezoning with the existing types <br />of land uses. <br />Historically, there has been considerable interest in developing <br />this area for commercial uses. In 1983, the County Commission <br />rezoned .3 acres of property now occupied by the Causeway Rouge <br />office building from R-2, Multiple Family Residential District, to <br />C-lA, Restricted Commercial District. In 1986, the County adopted <br />a zoning conversion ordinance affecting all non-residential <br />properties in the County; that action rezoned this property to <br />OCR, Office, Commercial and Residential District. <br />In July of 1986, a request was submitted to amend the <br />Comprehensive Plan, and to rezone a 2.5 acre parcel of land <br />located on the southwest corner of the intersection of 17th Street <br />and 6th Avenue from RM -10 to CL, Limited Commercial. Because of <br />traffic and drainage considerations, the Board voted 4-1 to deny <br />both requests. However, the Board then voted unanimously to <br />direct staff to look at the possibility of rezoning this property <br />along with other property in this area to the Professional Office <br />zoning district. <br />On April 14, 1987, the Board of County Commissioners voted 2 -to -3 <br />denying a motion to transmit to the State for review, a request to <br />amend the Comprehensive Plan to redesignate 13 acres from <br />residential to commercial use, the property being situated north <br />of the subject property and west of Indian River Boulevard. <br />Failure to transmit the request also caused an automatic denial of <br />a request to rezone the 13 acres from RM -10, Multi -Family District <br />to CG, General Commercial District. <br />ALTERNATIVES AND ANALYSIS: <br />In this section,.,an analysis of the reasonableness of the <br />application will' be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />16 <br />
