JUN 16 1987 BOOK F'aGE l <br />Vice Chairman Bowman felt there is always an advantage in <br />not having a dirt road, but Mr. Cheek did not agree because the <br />golf course is there. He advised that the property is not <br />subdivided as shown on staff's map. <br />Engineer Terry confirmed that the Pelican Pointe property <br />abutting Palmetto Ave. is not subdivided, but they marked it out <br />on the chart as if it were subdivided in order to show the <br />approximate size of lots so they could assess them accordingly, <br />and this is stated in the Resolution. <br />Commissioner Eggert believed every other time we have had <br />this situation whoever is along the road is assessed, and County <br />Attorney Vitunac agreed. He explained the test is does the <br />property owner have a legal right to use the road, even if he <br />chooses not to, and does that right and the improvement of the <br />road increase the value of his property at least as much as the <br />cost of his assessment. <br />Vincent Ventimiglia, 1350 32nd Ave., informed the Board that <br />he owns five lots on Tropicana Drive, and he is strictly against <br />the paving as he does not feel it will benefit him or the three <br />homes down at the end of the street. He did not feel that just <br />eliminating a grader route can be the only reason for having this <br />paved. <br />Discussion ensued about the grader route, and Commissioner <br />Wheeler asked if this is similar to the situation we had last <br />week with the grader going across U.S.1, and Engineer Ralph <br />Brescia stated that it is. Basically we are looking to save some <br />time and money on our grader operation, and this was recommended <br />by the Board. <br />Clifford Rice, 5745 S. Tropicana Drive., noted that there <br />are only two houses on this street, and he did not believe there <br />are five cars a day that go by. He, therefore, could not justify <br />the expense to the property owners to pave the street and was <br />very much aga i ns -t it. <br />34 <br />
