A representative of a local environmental <br />organization, such as, but not limited to, the Audubon <br />Society, the Sierra Club, or the Florida Defenders of the <br />Environment. <br />c. A representative of commercial fishermen, <br />preferably a person affiliated with a commercial fishing <br />organization. <br />d. A representative of recreational <br />fishermen, preferably a person affiliated with a <br />recreational fishing organization. <br />e. A representative of recreational boaters, <br />preferably a person affiliated with a recreational boating <br />organization. <br />f. Two persons not necessarily affiliated <br />with a particular user -group of the Indian River Lagoon, but <br />who have expressed an interest in the objectives stated <br />herein. <br />3. The terms of the Marine Advisory Board members <br />shall be two years, staggered, and a member may serve no <br />more than three terms in succession. Members serve at the <br />pleasure of the Board of County Commissioners of Indian <br />River County and may be removed by a majority vote of the <br />Board. Vacancies in the Marine Advisory Board membership <br />shall be filled by a majority vote of the Board of County <br />Commissioners of Indian River County. <br />4. The Marine Advisory Board shall have advisory <br />powers only. The Marine Advisory Board shall prepare and <br />recommend policies and, where possible, specific plans <br />relating to: <br />a. Preservation and enhancement of <br />recreational uses in the Indian River Lagoon. <br />b. Protection and improvement of water <br />quality and marine habitat in the Indian River Lagoon. <br />C. Minimization of adverse impacts on the <br />
