DEA% <br />MANAGER, S LID ASTE MANAGEMENT <br />DIVISION OF UT LITY SERVICES <br />SUBJECT: LOCAL HAZARDOUS WASTE COLLECTION CENTER <br />$50,000 GRANT FROM DEPARTMENT OF ENVIRONMENTAL REGULATION <br />The Florida Legislature appropriated monies and the Department of <br />Environmental Regulation solicited applicants for the subject grant. <br />There are two types of local facilities that could be constructed with <br />these funds, one being a large center that would collect all types of <br />hazardous waste from any source. This type of facility would require <br />special permitting and highly trained personnel, with enormous <br />construction and operational costs. The other center is designated for <br />the small unpermitted generator and household type hazardous waste with <br />relatively small construction cost and no DER permit. <br />We have had several inquires by citizens as to where they could deliver <br />their hazardous waste products. The majority of these calls have come <br />from homeowners and the small generators. At the present time, Indian <br />River County does not provide facilities for collecting or disposing of <br />any type of waste. However, we are receiving the materials in our <br />refuse stations where illegal dumping has occurred. Continuing with <br />the present scenario, we have no control on any type of hazardous waste <br />dumping. <br />Based on the above, the Department of Solid Waste Management made <br />application for a $50,000 grant to assist in construction of a small <br />Hazardous Waste Collection Center. The center would be located at the <br />Indian River County Sanitary Landfill and would not require a DER <br />permit. Plans call for a 22 - 1/2' x 22 - 1/2' specially constructed <br />slab with a DER approved modular storage building. It is anticipated <br />that the facility would be open approximately two days per month and <br />personnel now "on board" would be trained and utilized for operations. <br />Attached is a draft for a contract with DER which they prepared. Also, <br />a copy of the application with budget is submitted for your persual. <br />This writer has met with DER and has been informed that Indian River <br />County is on the award list for $50,000 if the Board of County <br />Commissioners approve the concept and signs the contract when received. <br />The grant application period will expire June 30, 1987 and our <br />Legislature did not appropriate funds to continue beyond this calendar, <br />year. In order to receive reimbursement for initial expenditure up. to <br />$50,000, we must provide DER with invoices by December 1, 1987. <br />Staff recommends <br />Board of County <br />received. <br />Board approval and authorizes the Chairman of the <br />Commissioners to execute the contract with DER when <br />JUJU 2 3 1987 17 "S:;, _ <br />
