Nearing t0d REFERENCES: <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 23, 1987. <br />DESCRIPTION & CONDITIONS <br />Mr. & Mrs. Terry Cobb and Mr. & Mrs. James Piowaty have initiated <br />a request to rezone 7.8 acres, consisting of three individual <br />lots, from A-1, Agricultural District (up to 1 unit/5 acres) to <br />RFD, Rural Fringe Development District (up to 1 unit/2.5 acres). <br />The three contiguous lots are situated on the north side of 5th <br />Street S.W. (Rebel Road) approximately 400 feet west of 58th <br />Avenue. <br />The applicants intend to develop the lots for single-family <br />housing. <br />On May 14, 1987, the Planning and Zoning Commission voted 4-0 to <br />recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject parcels are currently undeveloped. East of the <br />subject parcels is a plant nursery and green house zoned A-1; to <br />the west is a day care center zoned A-1. To the north is <br />undeveloped land zoned A -Land south across 5th Street S.W. are <br />groves zoned A-1. Currently the three lots are nonconforming <br />parcels as they lack the necessary 5 acre minimum parcel size as <br />required by A-1 district regulations. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject parcels and the <br />area north, east and south as. RR -1, Rural Residential District <br />_ (allowing up to 1 unit/2.5 acres). The RR -1 district extends an <br />additional one mile west, after which the designation changes to <br />AG, Agricultural District (allowing up to 1 unit/5 acres). This <br />area is largely undeveloped at present; however, staff has been <br />informed that a church is proposed for the 20 acres immediately <br />north of the subject property. The proposed church and the other <br />uses in the area indicate that a transition from agricultural to <br />dural uses is occuring in the area. Given that trend for the <br />s 26 <br />
