FF,-- <br />JUN <br />2 3 <br />1987 <br />Boax <br />I <br />68 PA,E 642 <br />Chairman Scurlock believed we <br />all would like to <br />save the <br />sand pine, but unless we can demonstrate we have a source of <br />funds and a need other than just saving the sand pine, he did not <br />think we can consider over a million dollars. The only source <br />he saw as a potential would be that we were going to, in fact, <br />locate on that site a water or sewer system or 72 hour retention <br />or 10 day storage and that would have to be compared to other <br />available land and be an economical way to provide one of those <br />uses. He asked if this analysis has been done? <br />Administrator Balczun advised that he has had some discus- <br />sion with the Utility Director on this, but a detailed analysis <br />has not been done. Mr. Pinto has indicated his impact fee funds <br />would be drawn down by next year to somewhat less than $700,000; <br />so, clearly, Utilities does not have the cash for this on hand, <br />and, therefore, we would be looking at some form of longer term <br />debt obligation by Utilities or by the County. <br />Chairman Scurlock asked if there has been any negotiating <br />with the owner as he believed time is an issue, and Administrator <br />Balczun advised that staff has been waiting for the Planning <br />study and for the Commissioner's indication. <br />Commissioner Bird noted that if there is some outside source <br />other than ad valorem taxes to buy it and preserve it as a nature <br />preserve, i.e., the Nature Conservancy, CARL, etc., he might be <br />interested in exploring that, but he did not know if the time <br />frame would allow for this. If we do have a reasonable use for <br />the property such as utilities which would not atter the property <br />to a great degree, he also would be willing to pursue that. <br />Chairman Scurlock believed one of the misconceptions that <br />has come about is that some of the development community was <br />under the impression that we were going to use impact fees or <br />county money to buy land just to preserve it, but that was never <br />the discussion. Only if we could have a reasonable use and also <br />save the sand pine*, would we pursue it. He would like to see <br />the Utility Department take a look at locating a utility facility <br />48 <br />
