.- <br />non -spec (does not meet tertiary standards), then it does not <br />meet public criteria for irrigating golf courses and you must _ <br />have a provision to put that into a perc pond. Secondly, they <br />talk about a 15 day holding time where weather conditions present <br />a problem where you can't irrigate. If you are talking about 1 <br />million gpd, it would involve 15 million gallons worth of <br />storage. This would require vast amounts of area, which would <br />hardly ever be used, but it could potentially flood the area, and <br />this could have a very bad effect on some tree roots. _ <br />Chairman Scurlock asked if the property has any potential to <br />be used for a North County sub -regional water plant, and Director <br />Pinto felt it certainly is a good area to build a treatment plant <br />and spot wells; although our water plant does not make use of the <br />shallow aquifer. It would only take 5-6 acres -maximum for the <br />plant; the wells actually require very little area; and if the <br />area can be protected, that would be fine. <br />Commissioner Bowman discussed the cost of acquiring river - <br />front property, and Chairman Scurlock noted that the riverfront <br />property along Indian River Boulevard north would come through <br />the Transportation Fund and is a separate issue. <br />Commissioner Bowman asked about the Lowenstein property and <br />that in back of Vista Royale. <br />Commissioner Bird did not see the need to buy those lands to <br />preserve them as the permitting requirements will not allow the <br />lands to be built on; so, the regulations in the law will <br />preserve them for us. <br />Commissioner Bowman believed the only way we can get the <br />high marsh back as high marsh is to control it. <br />Chairman Scurlock brought up the possibility of doing that <br />through transfer of density rights where the owners would <br />dedicate the land and in return get a density transfer to some <br />other area of the county, but Commissioner Bird felt transferring <br />density rights all over could cause problems. <br />51 <br />JUN 23 1987 <br />BOOK �.645 <br />
