JUN 2 1987 <br />W <br />6 PAGE 644 <br />Chairman Scurlock felt the only possible reasonable source <br />of funding is to look to the utilities. <br />Commissioner Eggert stated that she had thought that <br />Utilities was going to come back to the Board with a report <br />today. She believed we promised Mr. Mooney a response within 45 <br />days, and it is frustrating that this has not been done. <br />Planning Director Keating believed the Board asked the <br />Planning Department to look at this, and if the report is not <br />what the Board wants, it is his fault. <br />The Board indicated they felt the report was excellent, and <br />Commissioner Eggert believed Utilities was instructed to respond <br />also. <br />Utilities Director Terry Pinto appeared at the meeting and <br />advised that, as far as Utilities is concerned, there is no <br />question at all that the property could be used for effluent <br />disposal and a wellfield, (anything on the sand ridge can be used <br />for effluent disposal; although he had no idea what it would do <br />to the vegetation, but the question that arises is how you pay <br />for it. Director Pinto felt if the property were used to spray <br />the effluent, it probably would affect the vegetation; if it were <br />used for the reserve storage , there should not be a problem <br />unless we had to use it too frequently. <br />The Board continued to discuss possible effects on the <br />vegetation, and Ray Fernald of the Fish & Game Commission could <br />not say what they might be because he did not know the quality of <br />the effluent. <br />Commissioner Bowman believed if it has tertiary treatment, <br />that would remove most of the nitrogen and phosphorus. <br />Commissioner Bird felt that as far as disposal of effluent <br />is concerned, with ail the golf courses, as well as our park, in <br />this area, there should be plenty of acreage available to spread <br />effluent on for the next 5-10 years. <br />Director Pinto advised that the DER is saying there are two <br />parts of the reserve effluent you must keep - one, if it is <br />50 <br />
