Davis, P.E <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />The City of Sebastian Planning and Zoning Commission, the North Indian <br />River County Businessmen's Assoc. Inc., and Dr. Henry Fischer have written <br />correspondence requesting Indian River County to not utilize the Gulf and <br />Western Railroad right-of-way (12.9 acres) when expanding the CR512 roadway <br />corridor between a point 4,500' west of US1 and the US Highway 1 right-of- <br />way. At the present time, there is between 66' and 100' of right-of-way <br />along the existing CR512 road. This existing right-of-way is not suffi- <br />cient for future widening to at least six lanes and. probably eight lanes as <br />Sebastian develops. <br />Staff has proposed an alternative to split the eastbound lanes and west- <br />bound lanes thereby creating a twin -pairs road design which would utilize <br />the existing right-of-way for eastbound traffic and the railroad right-of- <br />way <br />ightof- <br />way for westbound traffic. This design would reduce right-of-way needs and <br />result in a substantial cost savings. <br />Staff recently contacted property owners who own the land between the <br />railroad right-of-way and existing CR512 to determine if they would be <br />willing to trade CR512 frontage for railroad right-of-way frontage. The <br />property owners were not receptive to this request. <br />The City of Sebastian Planning and Zoning Commission recently approved a <br />site plan which fronts on CR512 that includes parking lots, drainage <br />facilities, and wells within the 120' wide County Thoroughfare Plan right- <br />of-way for CR512. The buildings and parking lots are being presently <br />constructed, and recently a County. right-of-way permit was applied for to <br />connect a driveway to CR512 from this site plan (Mr. Philipson and Mr. <br />Preuss) . Staff informed the developer that 27' of right-of-way is neces- <br />sary to widen CR512. This issue is presently being resolved pending <br />right-of-way permit issuance. <br />60 <br />
