s <br />The Mayor of Sebastian, Gene Harris, has approached staff on some revisions <br />to the City Thoroughfare Plan. Major revisions to the plan would effect <br />future widening of US 1. <br />ALTERNATIVES AND ANALYSIS <br />Staff has recently discussed the CR512 widening with Mayor Harris and the <br />following proposal is suggested: <br />Currently, $500,000 has been collected in the District 3 <br />Road Impact Fee account. Staff proposes to competitively <br />advertise for a Consultant to provide professional engineer- <br />ing service as follows <br />Phase I Perform a traffic engineering study of the <br />City of Sebastian to update the City Thorough- <br />fare Plan. Once this planning phase is <br />complete and acceptable to the County and <br />City, the future widening of CR512 would be <br />determined. The use of the Gulf and Western <br />Railroad would be considered:• <br />Phase II Design CR512 improvements including <br />preparation of plans and specifications. <br />Phase III Construction management. <br />RECONi MATION AND FUNDING <br />It is recammended that staff prepare a Request for Proposals (RFP) and <br />competitively advertise for an Engineering Consultant to perform the <br />three -Phase scope of work outlined above. A selection committee of the <br />following would be chosen <br />1) County Public Works Director <br />2) Mayor Harris or a City Councilman <br />3) City of Sebastian Engineer <br />4) City of Sebastian Planner <br />5) Mike Orr, County Traffic Engineer <br />6) County Commissioner <br />7) Resident of Sebastian -at -Large <br />Funding to be from District 3 Road Impact Fees. <br />Chairman Scurlock had a problem with the proposed selection <br />committee. Always in the past, our selection of engineers has <br />been done by our staff. He realized Director Davis was trying to <br />provide for input from Sebastian, and he agreed some sort of <br />advisory committee will be necessary at some point to look at our <br />various options and be sure the public has input, but he did feet <br />the selection of the engineering consultants should be done by <br />our staff. <br />The Chairman recommended that we put out a request for <br />proposals and that the short list committee be made up of <br />Administrator Balczun, Commissioner Bowman, as TPC Chairman, <br />Public Works Director Davis, and Michael Orr, County Traffic <br />Engineer, and that they make a recommendation back to the <br />JUN 2 3.1987 61 <br />x <br />
