'JUL <br />7 1987 _ <br />BOOF US lk�,A <br />A <br />felt there might be <br />a better way to use the existing courtroom <br />facilities. <br />Chairman Scurlock understood that the Committee is working <br />with Administrator Balczun to hire a consultant to design a <br />courthouse and justice complex somewhere in the downtown area. <br />Judge Smith spoke at great length about the difficulties <br />they are experiencing in scheduling the heavy case loads in both <br />the Circuit and County courts with only 4 courtrooms, and <br />strongly urged the Commission to proceed with the hiring of an <br />architect to design the 5th courtroom in the space next to the <br />existing 4th courtroom. He believed that if the new justice <br />complex is constructed in the downtown area, the two courtrooms <br />in the annex could be saved. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board authorize staff <br />to advertise for a proposal for architectural services <br />to provide a 5th courtroom in the Courthouse annex. <br />In discussion, Commissioner Wheeler still wished to to see <br />what the consultant would say about the expense of building a <br />temporary 5th courtroom compared to construction of a permanent <br />facility when the justice complex is built, but Judge Smith felt <br />that the 4th and 5th courtrooms would be needed even after the <br />new complex is built. <br />Chairman Scurlock suggested that some kind of a time <br />constraint be added to the Motion, and Commissioner Wheeler <br />stressed that he would like to see the construction of the 5th <br />courtroom coordinated with the Sheriff's moving into his new <br />quarters in the Administration Building. <br />Sheriff Tim Dobeck said that they are still on schedule for <br />moving into their new quarters on October 1st, but he cautioned <br />that the move would not be completed for another 30 days, which <br />makes it November 1st. <br />4 <br />
