z <br />Commissioners Eggert and Bowman agreed to add to <br />their Motion that the construction of the 5th courtroom <br />would be coordinated with the Sheriff's vacating of the <br />annex on November 1, 1987. <br />Administrator Balczun advised that staff could engage the <br />services of an architect (draft a request for proposal, <br />advertise, receive proposals, evaluate them, short list, <br />selection, and contract), within a 7 -week timeframe, which would <br />give the architect 3 months to design a 5th courtroom and <br />construction could start by November 1st. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion was <br />voted on and carried unanimously. <br />Commissioner Bird inquired about the long-range financial <br />plans for renovating the Administration Building and constructing <br />the new courthouse, libraries, and health building. He felt we <br />must get a handle on what our 20 -year projection is for new <br />buildings in this county and the projected cost so that we can <br />determine what kind of annual debt service we can afford. <br />Chairman Scurlock advised that the financial consultant has <br />this matter scheduled, and recalled that during a capital <br />improvements financial workshop, the Finance Advisory Committee, <br />OMB Director Joe Baird, and the financial advisor indicated that <br />we might be looking at a full mill to service debt in the <br />immediate future. <br />Commissioner Bird was concerned because the County has been <br />experiencing some changing income from year to year. <br />Director Baird advised that a draft analysis of the <br />expansion needs and costs has been completed, and as soon as <br />Administrator Balczun reviews it, it will be brought to the <br />Board. <br />5 BOOK <br />VJUL 7.1987 <br />
