Chairman Scurlock noted that some of these subdivision have <br />a pretty high absentee ownership rate, and he wished to know what <br />percentage of those who actually live in the area are desirous of <br />the paving. We have received a letter opposing this from <br />property owner, Salvador Aguila. <br />Director Davis reported that out of the 36% of the residents <br />who live in Indian River County, a majority were in favor of the <br />paving. Out of the owners of approximately 690 parcels, they <br />found very few dissenting. He noted that we had many requests in <br />the past to have the County begin maintaining some other roads in <br />Dixie Heights and that was referred to the petition paving <br />program. <br />Chairman Scurlock believed the Board directed staff to look <br />into what to do about this area in regard to eliminating the cost <br />of grading. <br />Commissioner Bird asked how we stand with our revolving <br />fund and whether we are likely to run out of money as we get into <br />these bigger projects. <br />Director Davis advised that we have $112,000 as of July 2nd, <br />but there is quite a list of projects approved to date which have <br />not been constructed. Staff anticipates doing some short term <br />borrowing and have worked on that with OMB Director Baird and it <br />will be in the budget packet. <br />The Chairman asked if anyone present wished to be heard. <br />Chris Goodney, 1535 3rd Ave. SW, informed the Board that he <br />would like to see 3rd Ave. SW paved from 15th PI. SW to 15th Lane <br />SW, which is the road that runs directly in front of his house. <br />Director Davis advised that is on the paving schedule. <br />Initially they did not have that road included in the project <br />because staff felt the way the lots were platted in that <br />subdivision, it could be abandoned, but since talking to the <br />property owner, learned there has been a lot split in that area, <br />which would result in that lot not having road frontage; so, they <br />included it for paving.
