Analysis: <br />The following is an analysis of the plan submitted for conceptual <br />special exception approval. As the applicant will be required to <br />submit a complete site plan application if the Board grants <br />conceptual special exception approval, the site plan review <br />process may necessitate changes or revisions. <br />1. Size of Property: ±222 acres (golf course area) <br />Area previously mined: 124 acres <br />Area unmined: 98 acres <br />2. Zoning Classification: Existing: A-1, RS -6, RMH-6, IL <br />Proposed: RM -6 (Multiple Family) <br />3. Land Use Designation: LD -2 (Low Density Residential up to 6 <br />units/acre) <br />4. Accessory Golf Facilities: Clubhouse, driving range, <br />maintenance building. <br />5. Other Future Development: Currently, the owners plan to <br />apply for PRD approval for residential development within the <br />course site in the future. The future development of <br />residential units is not affected by the conceptual special <br />exception approval for the golf course, but is only noted <br />here for informational purposes. <br />6. Transportation & Traffic Issues: The golf course site is to <br />be accessed from 77th Street (Hobart Road), with emergency <br />access onto 58th Avenue (King's Highway) near 85th Street. <br />All required road right-of-way dedications will be obtained <br />during the site plan approval process. The applicant/agent <br />has agreed to pave 77th Street as part of the development of <br />the golf course. <br />7. Irrigation: The conceptual plan proposes to utilize water <br />from on-site lakes which are to be recharged from shallow <br />wells. The applicant/agent has agreed to design for (and use <br />when available) treated effluent for irrigation. <br />8. Lakes and Other Environmental Issues: The conceptual plan <br />proposes approximately 33 acres of lakes distributed <br />throughout the site. Staff has three basic areas of concern <br />in regards to the proposed lakes: <br />(a) penetration of the groundwater table allowing <br />infiltration of pollutants into the shallow aquifer; <br />(b) maintenance of the hydrostatic gradient (groundwater <br />head/pressure that maintains the saltwater fresh -water <br />interface); and <br />(c) creation and maintenance of viable lakes that establish <br />habitats. <br />Items (a) and (b) are especially critical since the project <br />is located on the coastal sand ridge. <br />If lakes are to be allowed on the site, then several conditions <br />should be added which will address potential problems or help to <br />mitigate potential negative environmental impacts.
