1. Penetration of the Groundwater Table: <br />a) no lakes may be used as stormwater management areas or <br />facilities; <br />b) all lakes shall be bermed to prevent intrusion of <br />stormwater run-off; <br />c) a littoral shelf extending from the edge of water to a <br />depth of 2.5 feet, around the entire shoreline of all <br />lakes, shall be established and maintained*; <br />d) the percent site coverage of lakes shall not exceed <br />6.3%, or 14 acres of the 222 acre site. <br />[NOTE: the 6.3% lake coverage figure represents the approxi- <br />mate average percentage of new lake coverage permitted by the <br />County for other golf courses along the sand ridge, namely: <br />Hawksnest, Sand Ridge, and the John's Island projects. All <br />of these projects have been approved within the last two <br />years]. <br />2. Maintenance of the Hydrostatic Gradient: <br />a) to retain overburden on site, no excavation materials <br />shall be transported off-site. <br />3. Creation and Maintenance of Viable Lakes: <br />a) establish and maintain littoral zones as described <br />above*. <br />b) sides of lakes shall be sloped 6 horizontal to 1 <br />vertical or flatter*. <br />c) lake depths shall adhere to the following standards:* <br />Percent Area Depth in Feet <br />less than 10 greater than 8 <br />50-70 4-8 <br />25-50 0-4 <br />No depths shall exceed 12 feet <br />*taken from design and performance standards for lakes and <br />wet retention systems as used by the DER and St. John's River <br />Water Management District. <br />Existing areas of native vegetation exist on portions of the <br />undisturbed areas of the site. All existing groupings of <br />sand pines on the site should be preserved. As part of the <br />landscape plantings, native vegetation should be used due to <br />lower irrigation/maintenance requirements. Also, areas of <br />sand pine should be planted on the site. These items are <br />addressed in the conditions listed in staff's recommendation. <br />9. Surrounding Lane Uses: <br />East: FEC Railroad/Industrial, Residential <br />West: County Park/Vacant <br />North: Industrial/Residential <br />South: Industrial/Mining Operation <br />. Alternatives: <br />Because the Board is considering a special exception use, it can <br />attach reasonable conditions to ensure compatibility with <br />surrounding uses and to mitigate potential negative impacts, such <br />as the potential negative environmental impacts described by staff <br />in the analysis section.
