� r � <br />Chairman Scurlock had a problem when staff says existing <br />codified regulations do not adequately address the situation. We <br />are dealing with the current Code Book - not some future book we <br />haven't even seen. He also did not see how we can keep referring <br />to the sand ridge ordinance that hasn't even been to the Commis- <br />sion yet. He felt we must work with what we have until we change <br />it. <br />Commissioner Eggert believed that was something dealt with <br />back and forth at the P&Z level for a long time, and they usually <br />ended up recommending rather than requiring things that are not <br />actually in the ordinance, but it seems staff is requiring them. <br />Director Keating clarified that staff is recommending the <br />Board require these things as part of the Special Exception use. <br />Chairman Scurlock felt there is another aspect that needs to <br />be clarified. There is constant reference to the fact that our <br />potable supply of water will be derived from the shallow aquifer, <br />and that is untrue. He believed we intend -to use the deep <br />aquifer and reverse osmosis and not develop the shallow aquifer <br />as our source. There are many existing subdivisions that do <br />depend on shallow wells and as a Commission, we certainly do not <br />want to effect them negatively, but that statement about our <br />source actually is not correct. <br />Commissioner Bowman noted we are using the shallow aquifer <br />now, and wished to know how many years it will be before the <br />people who are using it for their potable water supply can expect <br />to get off of it. She did not feel we can plan on taking people <br />off that aquifer until we have our facilities in place. <br />Chairman Scurlock believed those people can expect that an <br />aggressive master plan is being pursued by the county to develop <br />these facilities, and he felt in this particular area it will not <br />be that long - we have the North County project under way as well <br />as the Gifford expansion project. <br />Commissioner Eggert also had a question about using the DER <br />and St. John's River Water Management guidelines, and Chairman <br />37 <br />►AUL 141997 Bou 68 rAru-L 78S <br />
