JUL 14.1987 BOOK 68 F',MGE 82G <br />Chairman Scurlock noted that this is an emergency item <br />simply because he wanted to get some things cleared up because he <br />felt there was a lot of misinformation in terms of what contracts <br />we do or don't have for sludge hauling and how we bid or do not <br />bid. The fact is that we have not awarded a bid or two year <br />contract to anyone for sludge hauling, and he believed he had <br />cleared some of these allegations up in a telephone conversation <br />with Mr. Willis. <br />Mr. Willis emphasized that the purpose of coming before the <br />Board this morning is to address the issue of the need for a lime <br />stabilization facility to serve the county, and it has nothing to <br />do with his inquiries - not allegations - re contracts and <br />bidding. The Chairman did respond to his inquiries, and he <br />believed that has been resolved. He now would like to find out <br />what the Commission would like to know about their suggestion re <br />a solution to the county's septage problem. <br />Commissioner Eggert wished to know if staff has seen any of <br />Agri-Serv's plans or proposal, and Mr. Willis advised that the <br />plan has been drawn by an environmental engineering firm in <br />Winter Haven but he has not presented that. They did approach <br />the Utility Department some time ago as to whether or not this <br />might be allowed, and the possibility of a franchise was <br />suggested. They did not pursue it further at the time, because <br />they had and still have as much as they really want to do, but <br />this is something they would like to do to help solve a local <br />problem. <br />Mr. Willis continued that lime stabilization is one of the <br />processes approved by the DER as a method whereby septage may be <br />converted to a product that can be handled in the same manner as <br />sludge and disposed of subject to the same permitting require- <br />ments and regulations. They are proposing to build an acceptable <br />DER approved lime stabilization facility to serve the septage <br />pump -out people and haulers in the county at a fee that they and <br />the haulers agree is reasonable. <br />68 <br />They.believe this facility can <br />
