be constructed in the private sector and operated more <br />efficiently that what is being considered by other governmental <br />bodies. Mr. Willis stated that he had understood the purpose of <br />this meeting this morning was aimed toward determining whether <br />the County Commission and any of their departments were inter- <br />ested in -doing business with the private sector or whether they <br />wanted to retain this within their own bailiwick. <br />Commissioner Eggert stated that she would be very inter- <br />ested in knowing the possibilities of this proposal, but felt we <br />need to refer it to staff for analysis. <br />ON MOTION by -.Commissioner Wheeler, SECONDED by Com- <br />missioner Eggert, the Board unanimously directed <br />staff to work with Agri-Serv, Inc., to analyze their <br />proposal and plan and bring back a recommendation <br />for the Board to evaluate. <br />Mr. Willis explained that the only reason he requested this <br />as an emergency situation is that the DER put the county on <br />notice on the 6th of March this year that they were not going to <br />renew their permit. The county is now at a point where in <br />approximately 60 days there will no longer be a place in Indian <br />River, St. Lucie or Okeechobee Counties, for the people who pump <br />out the septic tanks to take the waste. Mr. Willis felt this is <br />an emergency, and believed they can cure the problem according to <br />the DER and Health Department standards within 60 days, but they <br />can't do it if they have to spend 58 days going through red tape. <br />Commissioner Bird asked if the Board can have a recommenda- <br />tion back from staff next week. <br />Director Pinto stated that staff can look at it right away, <br />but the Department of Health has the authority in this area. <br />Only because it says sewerage or septage are we involved in it. <br />Acting Health Director Michael Galanis confirmed that <br />Environmental Health is the permitting agency and would have to <br />69 BOOK <br />J U L 14 1987 <br />
