Actually the problem relates in some degree, 'to the <br />county's future plans to build a septage holding facility. We do <br />have a problem beginning September 30th in that there then will <br />be no place to dump this material and it will get dumped; so, we <br />do need to act with all due speed. Mr. Galanis continued that he <br />does support the concept, and what Mr. Willis proposes to do is <br />legal and is usually approved by DER, and it allows you to treat <br />a product and sell a product that heretofore we have been dumping <br />in a pit at the Landfill. Mr. Galanis stated that he wants to be <br />involved heavily in.the formation of this, and he would be <br />willing to get about it immediately. <br />A gentleman in the audience wished to go on record that <br />Reliable Service is interested in this same type system, and <br />another gentleman indicated that Florida Sludge, Inc., is also <br />interested. <br />Mr. Galanis advised that he will meet with all three, and <br />all three could go in this operation, but he felt they have a <br />concern about the county's future plans in that they do not want <br />to invest a considerable amount of capital in a plant and then be <br />regulated out of business by the county. <br />Director Pinto noted that this is a very serious matter <br />which has been kicking around for a long time, and we hired a <br />_ consultant to do a very elaborate septage and grease feasibility <br />management study because we are talking about ultimately 3 to 4 <br />six million gpd treatment plants necessary to dispose of sludge. <br />Sludge and septage treatment can be done together; so we have <br />looked at them together, and we have also looked at servicing <br />every other treatment plant, including the City of Vero Beach, <br />for long term permanent sludge disposal. <br />Commissioner Eggert believed that so far we have not <br />considered anyone but the County to do this, and Mr. Galanis <br />pointed out that the period between September 30th and when the <br />county is ready to do this is an important period. <br />70 <br />
