Commissioner Bird believed we have always encouraged private <br />enterprise in the county, and he would encourage them to make <br />their proposals to be evaluated. <br />DISCUSSION PRIMARY HEALTH CARE PROGRAM <br />Commissioner Eggert reviewed the following: <br />TO: Don C. Scurlock, Jr., Chairman <br />Board of County Commissioners <br />FROM: Commissioner Carolyn K. Eggert . -4A <br />DATE: July 10, 1987 <br />SUBJECT: Primary Health Care Program, <br />Mandated by House Bill 1384 <br />Effective July 1, 1987, the Indigent/Primary Health Care <br />Act, House Bill 1384, became law. In pertinent part, H.B. <br />1384 (a) requires each county to establish a primary health <br />care program, (b) permits each county to establish a primary <br />care service panel to review and make recommendations <br />concerning the primary care program, and (c) permits each <br />county to establish a dependent or independent indigent <br />health care district to provide indigent health care in the <br />county. Taxing authority, not to exceed 5 mills and subject <br />to referendum, is available to an independent indigent <br />health care district. <br />In anticipation of such legislation, the staff of the Indian <br />River County Health Department has been working to develop a <br />community based primary care program, which requires <br />additional facilities and personnel. The staff proposes to <br />fund this mandated program through revenues, state and - <br />federal funding, and local funding. Staff projects a first <br />year local funding requirement of $168,000; and, the staff <br />proposes that these local funds be provided 50% by the <br />County and 50% by the Indian River County Hospital District. <br />The staff believes that the following steps will be <br />necessary to establish the funding "partnership" with the <br />Hospital District, and to place the County in a position to <br />seek additional state and federal funding: <br />(1) A proposed primary care program should be <br />developed by the staff of the Indian River County <br />Health Department; <br />(2) The County should establish a primary care <br />service panel, with representation on said panel <br />by members of the Indian River County Hospital <br />District; or, alternatively, the County and the <br />Hospitai District should establish a joint <br />committee. The panel or committee, as the case <br />may be, should then review and approve a primary <br />care program, and thereafter make recommendations <br />concerning the operation of the program; <br />)JUL 1 .
