JUL 141987 <br />BOOK 6 8 F-,� ccj,. 8 20 4 <br />(3) The County and the Hospital District should <br />provide funding of $84,000 apiece for the 1987/88 <br />fiscal year; and <br />(4). Based upon the above funding "partnership" <br />between the County and Hospital District, the <br />County should elect not to establish a dependent <br />or independent indigent health care district, as <br />permitted by H.B. 1384. <br />Based on the time constraints of the current budget process, <br />and the time required to implement 1 through 4 above, it is <br />requested that the Board of County Commissioners and the <br />Indian River County Hospital District include these funds in <br />their 1987/88 budgets, and direct their respective staffs to <br />proceed toward implementation of the mandated primary health <br />care program as set forth above. <br />The Indian River County Hospital District will consider this <br />matter at its July 23, 1987 monthly meeting. <br />Commissioner Eggert noted that the state has said we will do <br />more in Primary Care, and since this is being required, she <br />wished to know what avenue the Board felt we should take to <br />accomplish that. <br />Acting Health Director Galanis reported that the Health <br />Department has been looking into this for some time as they had <br />some indication that it eventually would be required. They have <br />been doing some primary care, but they aren't funded for this <br />activity and it gets to be pretty expensive. The major problem <br />was lack of facilities - the Health Department was originally <br />built providing for about 10 employees, and they now have over <br />40. Dr. Tucker's death set them back for some time, but they did <br />go ahead and made a proposal for Primary Care in which they <br />proposed a partnership consisting of the Board of County <br />Commissioners, the County Health Department, HRS, and the <br />Hospital Taxing District, which they felt would be a good use of <br />all resources available. They had committee meetings and drew up <br />a plan which they felt would give them a unique opportunity to <br />combine the forces and abilities of the four different groups and <br />put them all together in one package that would cover indigent <br />care, as well as people who need health care on a sliding fee <br />schedule, and fund it from the various sources.
