BOONE <br />ENGINEERING OPERATIONS MANAGER <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: WEST REGIONAL WASTEWATER EFFLUENT DISPOSAL SYSTEM <br />BACKGROUND <br />Attached for your review is a proposal by Camp Dresser and McKee, <br />Inc. (CDM) for the engineering study and design of an effluent <br />disposal system for the County's West Regional Wastewater Treatment <br />Plant (WRWWTP). The proposal was prepared in accordance with the <br />existing agreement with (CDM), who acts as the County's engineering <br />consultant for wastewater and solid waste. <br />The proposal includes a scope of work, project labor break down, and <br />project budget for Phase I - hydrogeologic study, and Phase II - <br />design activities for the construction of an effluent disposal <br />system for the West Regional Wastewater Treatment Plant. <br />ANALYSIS <br />Phase I of the existing WRWWTP, consisting of a treatment facility <br />for 1 million gallons per day (MGD) is limited by the original <br />effluent disposal capacity of the 0.33 MGD, per the original <br />Department of Environmental Regulation construction permit. With <br />the rapid growth along the State Route 60 corridor, the Division of <br />Utility Services has already initiated design of Phase II of the <br />WRWWTP facility, to increase the plant capacity to a total of 2 -MGD. <br />The urgent need to expand the effluent disposal capacity is obvious. <br />Cost for the proposal by CDM is as follows: <br />Phase I - Hydrogeologic study $28,000 <br />Phase II - Effluent Disposal System Design $49,000 <br />Total $77,000 <br />The resulting effluent disposal system will facilitate disposal of <br />2 MGD of effluent on an average annual flow basis. <br />Funding of the effluent disposal <br />Utility impact fee fund. <br />RECOMMENDATION <br />project will be provided by the <br />The Division of Utility Services recommends that the Board of County <br />Commissioner's approve the subject proposal by Camp Dresser and <br />McKee, totaling $77,000 by executing the attached work <br />authorization. <br />Director Pinto noted that the plant was built with limited <br />capacity in its percolation ponds, and we are looking in the area <br />for land to get further capacity for effluent disposal; there is <br />more than enough area there to build whatever treatment facility <br />we need.
