UL 2 11997 <br />997 <br />BOOK <br />to <br />the State <br />for the amount of their contribution, and <br />in return, <br />they will lease it back to us for 30 years for public recrea- <br />t 1 ona I use. <br />Chairman Scurlock asked where the money is going to come <br />from to pay our portion, and OMB Director Joe Baird advised that <br />it will come from either contingencies or from franchise revenues <br />..that have not been appropriated as yet. <br />Chairman Scurlock asked how that will affect the fund <br />balance being carried into the next year, and Director Baird <br />stated that it will reduce it because we will be expending funds <br />which would normally go into fund balances. <br />Commissioner Bird originally thought that when we began <br />negotiations for this parcel, we eventually would have the deed; <br />unfortunately, it seems that is not possible. <br />Chairman Scurlock had a problem with spending $200,000- <br />$300,000 for property we would not own, but Commissioner Bird <br />pointed out that the benefit derived is. 1500 feet of undeveloped <br />coastline. <br />Chairman Scurlock recommended that when we start to develop <br />the beach park, we construct the improvements such as the <br />bathhouse on the stretch of land we own and construct the parking <br />lots, etc. on the 1500 feet of beachfront leased from the State. <br />Attorney Vitunac did not feel the State is trying to short <br />term us on this lease, because their rules do not allow longer <br />leases except in unusual situations. They have leased back <br />parcels in other counties, and he felt there is virtually no <br />chance in the world of them taking it back unless the County <br />didn't offer it as a public beach facility. Attorney Vitunac did <br />not recommend changing the master plan for the park so that all <br />improvements.would be built on property we own, and leaving the <br />middle part empty. <br />The Commissioners expressed their concern over what <br />Tallahassee might or might not do in the future. <br />18 <br />M <br />
