A <br />UL 2119$ <br />BOOK 6 8 ["� E 8 Y6 7 <br />Sam Alia, President of the Vista Civic Association, stated <br />that the Association is deeply concerned with the protection and <br />safety of the residents and property owners in Vista Royale and <br />Vista Gardens. He stressed the tremendous impact the increased <br />traffic will have on the entrance into their residential area. <br />He advised that the residents strongly opposed the site plan <br />__,proposed by project developer Leonard L. Barber, Inc. of Fort <br />Lauderdale, when it was shown to them a few months ago. <br />Commissioner Eggert asked who owns the entrance, and Mr. <br />Alia said that it is not known at the present time, but the <br />property owners do have the use of the entrance. <br />Chairman Scurlock asked Director Keating if Public Works <br />Director Jim Davis had indicated how many daily trips would be <br />generated from this shopping center and at what point a morator- <br />ium would come into effect. <br />Director Keating advised that the ordinance specifically <br />addresses the traffic level of C on an average annual basis and <br />specifies that a project cannot be approved that would degrade <br />that level of service. Basically, staff's position would be to <br />recommend approval if the applicant is indicating improvements in <br />his development proposal that would serve to increase the <br />capacity consistent with the number of trips that will be gener- <br />ated on the system and if those improvements are going to be put <br />in concurrent with the building of the project. <br />Chairman Scurlock asked if staff considers the whole site <br />plan when it is first submitted or just the first phase, and <br />Director Keating stated they would be considering just the first <br />phase, if that is how it is submitted. He pointed out that one <br />of the requirements of the Site Plan Ordinance is that the <br />developer has to prepare a very detailed traffic analysis for a <br />development which is going to generate or attract over 1000 trips <br />per day. <br />Commissioner Bird asked what the normal scheduling time <br />would be for this site plan, and Director Keating advised that <br />34 <br />
