normally they would request a review at the next Technical Review <br />meeting, after which a discrepancy letter is sent out within 24 <br />hours. The applicant also will be advised as to the deadlines he <br />will have to meet to schedule a P & Z meeting. This procedure <br />usually takes 2-3 weeks, depending on whether the site plan needs <br />much work. Director Keating emphasized that it takes about 6 <br />months to amend the Comprehensive Land Use Plan. <br />Chairman Scurlock pointed out that there is no way that the <br />Commission can get involved in the site plan process before it is <br />brought to the P & Z Commission. <br />Ray Cox, Vice President of the Vista Civic Association, <br />understood that when this site was rezoned from multiple family <br />to commercial back in September, 1983, the planning staff spent a <br />great deal of time on the traffic counts on that stretch of <br />highway and recommended denial of the rezoning. The Planning 6 <br />Zoning Commission also recommended denial, but the Board of <br />County Commissioners voted to approve the rezoning. He felt that <br />perhaps it was rather premature at that time to approve the <br />commercial zoning because a short time later they approved <br />commercial for an 80 -acre commercial node just south of there. <br />He believed that the 9,000 daily trips that will be generated by <br />this proposed shopping center will put U.S. #1 over capacity. <br />Mr. Cox asked that the Commission consider the impact of several <br />other recent projects on the 644 families in Vista Gardens: <br />1. Perkins Restaurant. He felt the Board might agree now <br />that this is one of their rare errors in judgement. <br />2. Wall -Mart Department Store has created a hazard <br />because there is no left turn onto U.S. #1. You have <br />to go north before turning south, and many, many people <br />ignore the signs and turn left anyway. <br />3. Extension of Indian River Boulevard coming out onto U.S. <br />#1 at 4th Street, just a little north of their entrance. <br />Mr. Cox concluded by stating that the Association feels <br />there is enough justification for the Commission to initiate a <br />J U L 1981 <br />L_ <br />r <br />3517 <br />
