there was no point in proceeding with any rezoning <br />due to the long process involved in changing a <br />land use in the Comprehensive Land Use Plan. <br />Bill Koolage, 815 26th Avenue, appreciated the fact that the <br />County has to follow through on the site plan process, but <br />expressed his growing concern about out-of-town developers <br />building more and more shopping centers that remain half empty <br />months and even years after their grand openings. He suggested <br />that a county -wide moratorium on shopping centers be imposed and <br />that the Board consider establishing an architectural review <br />committee. He urged the Board to protect the people in this <br />county from developers covering up good green land with concrete. <br />His statement received great applause from the standing -room - <br />only audience. <br />Judy Ligor, resident of Unit 5 in Vista Gardens, circulated <br />a fold -out, color sales brochure which Vista Properties presented <br />to her back in February, 1985, when they were purchasing their <br />unit. The brochure makes several references to the beautiful <br />garden settings in Vista Gardens, i.e. "a winding road which <br />seems to lead to an exotic land", "a remote jungle paradise", "a <br />background of captivating beauty", "a garden landscape whose <br />beauty is unmatched anywhere in the world", "enjoy nature's <br />miracles in their own backyard", "the exquisite gardens and <br />ponds", etc. Mrs. Ligor felt there is no way Vista Properties <br />can preserve the things they promised in this brochure if they go <br />ahead with the commercial development at the size proposed. <br />Chairman Scurlock asked Director Keating if the developer <br />has to keep the things that are shown on his site plan, and <br />Director Keating advised that they do until such time as they <br />come in with an amended site plan. With respect to the entrance, <br />there are a couple of places that show it is not part of their <br />site plan and staff will check that out at the Technical Review <br />meeting. <br />JUL 21. 987 37 BOOK <br />C i <br />
