evening meeting sometime in August in the Sebastian City Council <br />Chambers. <br />Administrator Baiczun asked if it is the Board's intent that <br />staff will make no further effort in identifying the home occupa- <br />tional uses, and the Commissioners confirmed that was their <br />intent. <br />Fred Mensing noted that he had written a letter to the Board <br />a couple of months ago explaining that owners of illegal or legal <br />businesses were not coming forward because they cannot be home- <br />steaded. <br />Chairman Scurlock reiterated that all arguments would be <br />heard at the time of the public hearing. <br />C. N. Keary stated that although he has an occupational <br />license and is probably better protected than anyone else under <br />this ordinance, he felt the vehicle for having these people come <br />forward has not been properly presented. He noted that the <br />property owners association had a big turnout at their first <br />meeting after the ordinance was passed, but the next time they <br />met, the turnout shrunk to 10-12 people. The bottom line is that <br />the Roseland Property Owners Association does not represent <br />everyone in the ROSE -4 district. <br />Commissioner Eggert felt it was the Board's intention to <br />protect the legal businesses up there, and consequently, we <br />should have found every legal business through occupational <br />permits. <br />Tillie Messick expressed her opposition to the ordinance as <br />she has been confronted with the problem of having the <br />contractor's office right next to her. <br />WAIVER FOR FLOODPLAIN DISPLACEMENT REQUIREMENT - AUDUBON SOCIETY <br />LEARNING CENTER SITE PLAN <br />The Board reviewed the following memo dated 7/8/87: <br />JUL 21. -881 49 BON <br />
