Davis, p.E. REFERENCES: Liz Forlani to Charles <br />Public Works Director Balczun, dated 8-3-87 <br />Regarding the subject request for the County to construct 9th Count south <br />of Oslo Road, the Public Works Department, after further consideration, is <br />of the opinion that construction of this road would substantially benefit <br />two property owners along the road. Usually, a local road such as 9th <br />Court is constructed by the property owners who plat the land, after which <br />the road is dedicated to the County. <br />Originally. when this request came to the Board on April 7, 1987, staff was <br />under the assumnption that the residents only wanted the County to maintain <br />the existing dirt road now established. Opening up a new road in this area <br />would benefit individual parcels more than the general public. This type <br />construction by the County should be discouraged or we may set a precedent <br />that would be costly. -- <br />Staff recommends that 9th Court not be funded by the County through the <br />Netto and Armsstead property. <br />Joe Wiggins came before the Board and advised that if 9th <br />Court SW were constructed between Oslo Road and 11th St., it <br />would provide access for.,, he police and emergency vehicles and <br />allievate some of the traffic on 10th Court SW. He confirmed <br />that Mr. Netto and Mr. Armstead have agreed that they would <br />dedicate the right-of-way needed, and he had a problem with <br />saying this was only going to benefit two people as he felt it <br />32 <br />
