Mr. Wiggins noted that since <br />the road has been maintained, they have had a whole lot more <br />traffic on 10th Court than expected and need another exit in that <br />area. He continued that last time he came before the Board, <br />there was talk about platting some roads in that area. <br />Chairman Scurlock explained that staff is opposed to this <br />request since our policy throughout the county is -to -require <br />owners in the area to pave their own roads. Staff, therefore, <br />feels this would set a precedent and benefit individual parcels <br />more than the general public. <br />Commissioner Bird believed this is not really a thorough- <br />fare, and Chairman Scurlock concurred and noted that there are <br />large tracts of land behind it that then would have paved access; <br />there is <br />one of <br />about 8-9 <br />acres owned by <br />Mr. <br />Russ. <br />Mr. <br />Wiggins <br />stressed <br />that with the <br />road, <br />the people in that <br />area could build on their lots, but without it, they can't get a <br />building permit. He also noted that just last week, the police <br />were ',trying to capture some cocaine dealers in this area, and <br />they escaped because the Sheriff's Department couldn't follow <br />them after the road ended in the,woods. <br />The Board studied a map of the area, and did not see how <br />this situation sets itself aside from our other subdivisions <br />where the property owners pay to have the roads paved. <br />Mr. Wiggins stated that they are not looking for it to be <br />paved as of now but just to be a throughway graded and maintained <br />as the other roads are. <br />Chairman Scurlock reiterated that if this were done, we - <br />would end up building a free road for Mr. Russ. <br />Mr. Wiggins noted that Mr. Netto and Mr. Armstead peti- <br />tioned it, and Mr. Russ owns the property in back which has no <br />bearing. <br />The Chairman continued to point out that if we extend 9th <br />Court as requested, it would provide a road that bisects their <br />AUS � 7 33 b00K 69 � <br />
